This was probably our worst experience with car rental ever. We booked and paid our car online through Budget website. When we arrived to Manila airport, we were told, there is no car available. Guy at the counter did not offer any solution for this situation. When we asked him to call his boss, he just walked away and never returned back. We tried to call to the Budget company but no answer. Avoid them! I don't even know if I'm getting my money back. They will ruin your trip, it's not worth it.
