I had to pick a car at Lisbon airport (24/09/16), Sixt company. Arrived at the counter 9h20 was number 33 in the waiting line 19 was dealt with.
same situation at the counters of all other rental companies.
There were 2 persons attending, third was manning the priority desk. Additional person joined 40 mints later. The process is slow, at 10h number 21 was being attended to. I managed to pass the priority desk at 10h10 due to handicap but otherwise, I reckon, I was in for nearly 3h wait.
otherwise no complaint, polite service, nice car in good shape.

We reserved on line from the U.S. and got a confirmation email. The directions in the email were NO GOOD. Our cab driver could not find the rentacar location. Drove in circles. Finally we got out and just walked around on foot til we found it by trial and error. Turns out it's in the basement of a building with NO STREET SIGNAGE. The building numbers are non-standard as well. We tried calling for directions but all three phone numbers on the confirmation email DID NOT WORK, including the "hot line". And when we told the rental agent about all this it seemed he could care less. Long story short we went elsewhere. Wasted several hours.
