I am a retired professor at the University of Utah, and a very long time participant in TIAA-CREF. The service from the local branch has been terrible. [My wife has a private financial adviser, and I experience what good service is!] I will give you two examples: Some number of years ago my service provider left the company, and I wasn't informed for god knows how long. Almost three weeks ago I left a message for my adviser and asked for a return call in order to make a sizable withdrawal. That call never came, and when I recontacted the office, I was told that my adviser had left TIAA-CREF some months ago, and the adviser to whom I was reassigned hadn't yet had an opportunity to contact me.
